Governance Updates Authorized

The SCKLS System Board met October 30, 2017 in Wichita to elect candidates to open Executive Committee positions and approve bylaws changes.
The Executive Committee is the 13-member governing body for the South Central Kansas Library System.

Kristin Sen is the Chair of the Derby Public Library and was elected for a second four-year term in the At-Large Position on the Executive Committee.

Gail Niles Stucky is Co-Director of the Bethel College Library, North Newton and was elected to a second four-year term in the At-Large Position II.  Stucky is also currently vice-chair of the SCKLS Executive Committee.

Gail Becker is Supervisor of Library Media & Textbook Services, USD 259 Wichita Public Schools and was elected for a first four-year term in the Public School District Libraries position.

Kerri Steffen is the Director of the Cunningham Public Library and was elected to the Gateway Public Library position.  Jane Lee, Chair of the Partridge Public Library had decided not to seek at second four-year term.

Eldon Younce is the Director of the Anthony Public Library and was elected to a second four year term in the Service Center I Public Library position.

Susan Woodard is Director of the Cheney Public Library and was elected to a second term for the Service Center II position. Woodard is also currently the Treasurer of the SCKLS Executive Committee.

Terms of office for the newly elected positions begin in January 2018 and end in December 2021. The Executive Committee meets on the third Friday of each month at 9:30 a.m. at various locations throughout the twelve county SCKLS service area.  As provided for in Kansas Statutes Annotated (KSA) 75-2550a and SCKLS Bylaws, the Executive Committee has the authority to “set policy, hire a System Director and conduct system business on a month to month basis between meetings of the system board.”

Also at the October 30 System Board Meeting, revised SCKLS Bylaws (view here) were authorized by a vote of 36 in favor and none opposed. The revisions provide compliance with Kansas House Bill 2102. Kansas House Bill 2102 became law July 2017 and transfers appointment authority for county representatives to the System Board from the Governor to the respective county commissions of each county in the SCKLS service area.

Other bylaws revisions address ethical standards for System Board and Executive Committee members and causes for their removal.  If you have questions or comments, please contact SCKLS Director Paul Hawkins, or 800-234-0529, Ext. 113.
